US no led turn signals

why do the US versions seem NOT to get the led turn signals ? i've noticed this on a few bikes ( that i am aware of ) over seas all the youtube vids have led turn signals.

and when the US bikes are changed to aftermarket led's, we have to install resisters in line or have the ECU " updated or enabled " by the dealer ?
